DEIL Research and Human Subjects
Committee Review Process
The DEIL Research and Human Subjects (RHS) Committee reviews research
proposals that involve human subjects in order to ensure that the proposed
research complies with campus policies governing the ethical treatment of
research subjects. This function is
also known as an ‘IRB’ for ‘Institutional Review Board’,
although DEIL’s committee does not go by that name.
Per UIUC policy, we are authorized to “exempt” projects (not
fully review and ‘approve’ them).
Our review process has been authorized by the UIUC Campus IRB.

You must submit to the campus IRB: http://www.irb.uiuc.edu/,
if any of the following conditions apply: (a) your project is not
exemptable under categories (1) or (2) as explained in the form above, (b)
you have campus-level funding for the project (e.g. the Research Board),
(c) you have external funding of any kind that comes from a source outside
of DEIL (e.g. a grant), (d) you are collaborating with researcher(s) from
other institutions which have their own IRB-like processes, or (e) you are
a graduate student in another program on campus that has an IRB-like review
committee, even though you are working with DEIL faculty [this last
condition applies most notably to doctoral students in the College of
Education].
If you are not a student, staff, or faculty member in DEIL, and if believe
you cannot submit to the DEIL RHS, you may be able to submit to a committee
in your home unit, instead of the campus IRB. Contact your home unit for further
information.
The DEIL RHS exemption form can only be submitted in hardcopy (no online
submissions). Submissions by
students and visiting scholars must be accompanied by a faculty member
counter-signature as ‘Responsible Project Investigator’ (RPI).
Please review the FAQ (below) before submitting the form. In particular, note that The DEIL Research
and Human Subjects Approval Committee does not
grant permission for researchers to recruit students enrolled in ESL
classes. You must obtain
administrative approval to enter any UIUC ESL class for recruitment or
research purposes. Please contact
the supervisor(s) of the program(s) in which you wish to conduct your

Following
are some frequently-asked-questions:
(1)
How long will it take to review
my proposal? Answer: we do rolling reviews. We try (very hard) to complete them in
two weeks.
(2)
For how long does an exemption
last? Answer: three years.
(3)
Do I have to include a copy of
my consent form(s)? Answer: yes, unless you are using oral consent. See the campus IRB website for further
information on the process of informed consent, and please note that if you
do use oral consent, we need a description of how you will obtain it from
your subjects.
(4)
Can I request a waiver of
informed consent? Answer: no, not from DEIL. Such a request must go to the campus IRB,
in all circumstances.
(5) Whose proposals are reviewed by
the DEIL research committee? Answer: (1) graduate students enrolled in the MATESL program, (2)
students working with DEIL faculty as a primary mentor (typically: an
independent study, M.A. thesis, or doctoral dissertation) and whose home
unit/college does not have a similar review process, (3) DEIL faculty and
administrative staff (with at least 25% appointment in DEIL), (4)
instructors and students submitting course projects for courses listed in
DEIL or cross-listed in DEIL, (5) visiting scholars whose primary
association is with DEIL, and (6) IEI teaching and administrative
staff.
(6) I already have exemption [or
approval] from another IRB office on campus, and my research will involve
UIUC ESL classes. Do I need to
submit to your committee as well? Answer: no, we do not need to re-review your project; however, you must obtain administrative authorization to do the research in the
particular ESL classes. Please
contact the supervisor of the ESL program in which you are interested; see the
‘ESL Program Information
Page’ to learn who supervises each ESL program.
(7) I have an exempted [or approved]
project, and I obtained an OK from the relevant ESL program supervisor to go
into an ESL class. When I went to
that class, the teacher asked me to leave.
Can you help? Answer: No. All ESL teachers
at UIUC have the right to refuse you access, “at the door” of
the class, so to speak. If this
situation arises, it actually means that you did not adequately coordinate with the supervisor of the ESL program in
question, because that supervisor will help to facilitate your access to
any ESL classes.
(8) I am an EIL (or ESL) teacher, and I am doing some
analysis of data on my students as part of my normal teaching practice; do
I have to submit this to your committee? Answer:
no. Normal instructional improvement
is not governed by this review, unless the contact teacher and/or the
supervisor (of the instructional program) feels
that it should be reviewed. An instructional program here refers to a
class, a suite of classes, a test, a curriculum, and similar normal
instructional systems undertaken as part of the pedagogical mission of our
university. Instructional
improvement here refers to the activities a teacher normally undertakes as
part of teaching, e.g. record-keeping, analysis of assessment results,
meeting with students and so forth.
Typically, such work should be submitted for review if it is
destined to become part of an M.A. thesis, a doctoral dissertation, a
conference presentation, a publication submission, or any other form of
dissemination.
(9) I am a student in an EIL [or
ESL] class; is it necessary to submit a request for a project carried out
in an that course, for example, a final term
paper? Answer: discuss this
with the instructor of the course.
(10) Who can I ask for advice in
filling out the form?
Answer: if you are a visiting scholar or student, you should talk to
the faculty member who will sign the form as the RPI. If you and the faculty member feel it is
necessary, then you can consult with the RHS Chair. If you are a faculty or staff member, you
may consult directly with the RHS Chair.
